Safety

All persons who move around in the port area are responsible for safety and ensuring safety. A Safety Manual for the Port of Kokkola has been issued, which comprehensively deals with matters related to safety. In the manual there are the general regulations on order and safety, as well as the instructions in case of damage or hazardous situations and directives in case of a catastrophe.

How the crew is allowed to move around the port area

Port of Kokkola has decided that the crew is allowed to move in the port area from/to the ship only with the help of vehicles and taxis. All forms of light transport (on foot, by bicycle, scooter, etc.) are prohibited.

The ban in question is due to the fact that there are no safe routes for light traffic in the port area. We have also noticed that crew members easily get lost in the industrial area despite all the clear signage. In doing so, they endanger their own safety and disturb the peace of work of those working in the industrial area.

ISPS bulletin

The International Ship and Port Facility Code (ISPS Code) safety rules, issued by the International Maritime Organisation (IMO), came into force on 1 July 2004. The rules require the strengthening of the monitoring of movement on the port area. Because of this the whole port area is fenced in. All persons moving on the port area must be registered. Unauthorized presence on the port area is prohibited.

Access to the port area and the vessels

• An access permit must be applied for at the information desk in the Port Tower, address: Satamatie 330, 67900 Kokkola.
• All access permit applications shall in principle be completed in the Port Tower, but access permit for over 7 days are approved by Port of Kokkola, and they are dealt with within a week after submission of the application. During this time a temporary 7 day access permit issued by the Port Tower will be in force. Vehicle tags and personal access permits are issued at the Port Tower information desk.
• The shipbroker sends to the Port Tower address portti.kokkola@kipservice.fi information of arriving vessels and their time of stay in the port. In addition, the information shall include in which part of the port and at which berth the vessel will lay. The Port Tower assigns a 8 digit gate code to each vessel, valid for the time of stay in the port of the vessel, which will be sent by e-mail to the shipbroker.
• The access permits of the port operators’ goods traffic are handled with single-use vehicle identification devices of the operators. These devices shall be return to the box at the gate when exiting the port area.
• At the same time as the access permit application is completed the Safety Test is conducted.
• The access permit can be revoked if the activity on the port area is in breach of the rules. All cases will be judged on their own merits.
• Entrance to the port area for visitants to the vessels or the quay area will from now on be through the main gate to the General Port or the gate to the Deep Port. Access for visitors to the Port Office and access to companies in the General Port is through the Satamakatu Gate.
• Persons, who wish to enter the port area, , when requested, prove their identity and state the reason for their visit to the port. Vehicles moving on the port areas are randomly checked.
• A company may apply for multiple access permits on the same application form. The company is then responsible for issuing the access permits.
• The port has the right to permanently or temporarily revoke a permit if it is used in breach of the rules.
• If the visit is sporadic or a one-time visit a notice shall be given in advance to the person or the vessel that has invited the guest.
• Admission to a vessel requires that the vessel has berthed

Vessels

• When the vessels arrive in the port they are given a code by the shipbroker, which the crew may use when going ashore. The vessels shall always in advance send to the port lists of the crew, of the passengers, of crew replacements, of service companies that will attend the vessel, of visitors invited to the vessel, and of goods s that will go onboard the vessel. The vessel must also inform the contact details to the vessel.
• The Master shall note down the names of the persons going ashore and, when requested, inform the authorities..

• All gates are camera monitored and the pictures are stored on a recording device of Port of Kokkola.

Work Security

When working on the port area national and international rules concerning occupational safety must be followed. In addition, practices of occupational safety have been referred to in the Safety guide of Port of Kokkola. A safety management system of the railway traffic is in force in the port. The traffic on the rails and the maintenance is performed in accordance with that safety management system.

The port area is completely fenced in and the entrance gates have barriers. The access to the port area is automatically monitored. The general speed limit on the port area is 30 km/h.
